California’s CPPA Has Announced Its 2024-2027 Strategic Plan

On March 15, 2024, the California Privacy Protection Agency (CPPA) announced its Strategic Plan for 2024-2027

The CPPA’s Executive Director, Ashkan Soltani, made the following statement regarding the strategic plan: 

Creating a strategic plan is an important milestone in the Agency’s evolution from start-up to maturity. It is our road map for the future, with measurable goals and objectives that will further our mission to protect consumer privacy, ensure that consumers and businesses are well informed about their rights and obligations, and vigorously enforce the law. The 2024-2027 Strategic Plan is the result of thoughtful input from staff, the executive team, and the CPPA Board.

The strategic plan outlines the CPPA’s vision (privacy protection for all Californians), mission (to protect privacy, inform consumers and businesses of their rights and obligations, and enforce privacy laws), and values (excellence, communication, innovation, and fairness), and is centered around four main goals as follows: 

Goal 1. Strengthen Public Education, Outreach, and Engagement

  • Develop public education campaigns and tailored outreach to various communities.
  • Foster strategic partnerships and facilitate compliance through business guidance.

Goal 2. Vigorously Enforce Privacy Laws

  • Focus on strategic enforcement and consumer protection through diligent investigations.
  • Adjust audit and enforcement protocols based on trend analysis.

Goal 3. Strengthen California Privacy Rights

  • Work with legislative and administrative bodies to protect and advance privacy laws.
  • Foster harmonization and subject matter expertise to enhance privacy protections.

Goal 4. Operational Excellence

  • Build organizational capacity focusing on a positive culture, recruitment, and retention.
  • Ensure compliance with state laws and regulations and provide ongoing staff development.
